You may love or hate Modi but you will have to accept the fact that he has the changed the dynamics of India-China relationship on LAC.
China has built very good infrastructure along India-Tibet border in last few decades. I was surprised to see in map that Chinese side could take low clearance cars right up to LAC near Galwan valley.
This is the reason that bulk of Chinese Army sits deep in their side of LAC and whenever required they can quickly come near LAC. There are some points where Indian Army would take hours to reach LAC and Chinese can reach within minutes. India had neglected its upgrade of infrastructure as there was fear in India that Chinese side can use these infrastructure to come deep into India. This is the mindset of a weak nation.
But Modi Govt. has been trying very hard to alter this imbalance. India has been building infrastructure at an unprecedented rate in last 6 years. let us take an example - Till May 2014 India had a hut near Finger 4 in Pangong lake area and by October 2014 there was a concrete structure (replacing the hut). Now India has built roads up to Finger 4 while China built road in that area in 1999 and the road was topped with concrete in 2004. India has been building roads, bridges, tunnels from Arunachal Pradesh to Aksai Chin. China obviously doesn't like that and now they are asking India to stop building roads near Indian side of LAC.
Its not the previous Govt. had opposed building infrastructure building but the media had also opposed this. Let us talk about Bogibeel Bridge (in Assam over Brahmaputra river). China opposed this bridge but Indians also opposed this bridge on some or other pretext.

It is bellied that India would complete upgrading its infrastructure alone LAC by 2022 and it leaves China with summer of 2020 and 2021 to force to stop India building the roads. This is one of the reasons that China has been aggressive on LAC.
