There was never
a formal offer by America. Nehru himself said on the floor of Parliament that “There
has been no offer, formal or informal, of this kind. Some vague references have
appeared in the press about it, which have no foundation in fact.”
I would rather believe
on Nehru as he used to give importance to Parliament that any other Indian PM.
But credible authors like Shashi Tharoor has written that such offer was indeed
made. I made some research and came to conclusion that some kind of informal
offer might have been made. Americans might have tries to test water with
Indian leadership on the issue. But I am not sure about so called Soviet offer
of 1955. Communist China was still Soviet allay and Soviets might have given
very vague offer to Impress Nehru on his Soviet Visit. But rarely historians
touch this offer.
Let us assume for
a movement that America had given informal offer to India to join Security
council as permanent member in place of China and Nehru rejected it. What would
have been pre-condition of this offer ?
- Joining American led western Alliance. Buying American & British Arms.
- Solving the Kashmir issue. West was more favorable to Pakistan on Kashmir issue at that time.
- Minimizing contacts with Soviet Union & China.
- Stopping support to freedom movement in Asia & Africa
The biggest fear
till 1950s was a join invasion of India by Soviets & Chinese. Once, I read
an archived article in “Time” Magazine which was published in 1950s. Nehru was
forced to balance West & Communists. India could not have annoyed Soviets
as Soviet Union was almost a neighboring country. No one in world could have
saved India in case Chinese would have attacked India with Soviets. This was a
worst security scenario. India’s good relationship with Soviets payed off in 1962
when Soviets refused to interfere in Sino-Indo war saying that they can’t
select between bother (China) and friend (India).Taking Chinese place in Security council would have annoyed both Soviets & Chinese. This might have been a reason
for Nehru to reject American offer.
Nehru also had a
soft corner towards communism and he hated western colonial power and he was
too ideal person in international diplomacy.
